Double that, I think the original IBM PC has 7.16 MHz crystal frequency and 4.77 MHz clock at the 8088.

Accessing ROM... one of the eproms on leningrad website show access time of 200 ns, very slow... Pictures in our wiki show russian eproms, I can not identify speed rating.
200 ns is fast... for a 8086.
Typical ROMs had 450 ns at the end of the eighties.
