Hi, CPUs at both pictures are the same for sure; they were produced as many other chips such as RAMs in 1991 (they all are marked 91XX) - there was (and I think, its still in business) a huge production line of microelectronic parts in Minsk, Belarus.

As for CPU's frequency: original 8086 runs up to 10Mhz, so this clone was possibly of a good quality!
